Esto implica que el abandono de los combustibles f\u00f3siles como fuente de energ\u00eda para la industria de la UE debe ir de la mano de la preservaci\u00f3n de la competitividad global del sector manufacturero de la Uni\u00f3n. Lo contrario corre el riesgo de conducir a una desindustrializaci\u00f3n europea y aumentar involuntariamente las emisiones mundiales de CO<sub>2<\/sub> debido a que la industria de la UE, comparativamente m\u00e1s limpia, ha perdido terreno frente a sus competidores mundiales. <strong>El propio sector de la pasta y el papel ya tiene un historial impresionante en lo que se refiere a disociar el crecimiento econ\u00f3mico de las emisiones de carbono, con una emisi\u00f3n de 39% de CO<sub>2<\/sub> desde 2005.<\/strong><\/p>\n<p>Cepi y un pacto de organizaciones de apoyo del sector energ\u00e9tico proponen una lista de control de cinco condiciones cr\u00edticas y peticiones pol\u00edticas:<\/p>\n<ul>\n<li><strong>Garantizar el acceso de la industria a energ\u00eda abundante, asequible y libre de combustibles f\u00f3siles, tanto para electricidad como para calefacci\u00f3n.<\/strong><\/li>\n<\/ul>\n<ul>\n<li><strong>Facilitar la producci\u00f3n de energ\u00eda renovable in situ y permitir que la industria contribuya a la autosuficiencia energ\u00e9tica de Europa.<\/strong><\/li>\n<\/ul>\n<ul>\n<li><strong>Promover la integraci\u00f3n voluntaria de la industria para lograr la reducci\u00f3n de emisiones a nivel de sistema.<\/strong><\/li>\n<\/ul>\n<ul>\n<li><strong>Habilitar instrumentos financieros para mitigar los riesgos asociados a las inversiones industriales en nuevas instalaciones o reformas importantes.<\/strong><\/li>\n<\/ul>\n<ul>\n<li><strong>Fomentar la innovaci\u00f3n en materia de eficiencia energ\u00e9tica e integraci\u00f3n de energ\u00edas renovables en los procesos industriales.<\/strong><\/li>\n<\/ul>\n<p>El grupo consultivo del Foro incluye a las organizaciones sectoriales Bioenergy Europe, la Asociaci\u00f3n Europea del Biog\u00e1s (EBA), la Asociaci\u00f3n Europea de Bombas de Calor (EHPA), Solar Heat Europe, Solar Power Europe, Wind Europe, el laboratorio de investigaci\u00f3n finland\u00e9s VTT, Re-Source, una plataforma europea para el abastecimiento corporativo de energ\u00edas renovables y COGEN Europe, la asociaci\u00f3n europea para la promoci\u00f3n de la cogeneraci\u00f3n.
