Dezember 2023 - Pro Carton Mitglieder Update<\/strong><\/p>\n<p>Die EU-Umweltminister (Rat) haben sich mit qualifizierter Mehrheit auf eine allgemeine Ausrichtung zum PPWR geeinigt.<\/p>\n<p>Der spanische Ratsvorsitz hat in der Mittagspause einen neuen ge\u00e4nderten Kompromisstext ausgearbeitet, um nach den Erkl\u00e4rungen aller Mitgliedstaaten (MS) vom Vormittag eine qualifizierte Mehrheit zu erreichen.<\/p>\n<p>Der neue Text enth\u00e4lt 4 \u00c4nderungen:<\/p>\n<ul>\n<li>Einf\u00fchrung eines Pooling-Systems f\u00fcr den Getr\u00e4nkesektor, um die Wiederverwendungsziele zu erreichen;<\/li>\n<li>Gew\u00e4hrleistung der Flexibilit\u00e4t f\u00fcr kleine Inseln (&lt; 2000 Einwohner);<\/li>\n<li>Bezugnahme auf \u00d6kobilanzen zur Bewertung der Umsetzung der Wiederverwendungsziele in Artikel 26;<\/li>\n<li>Hinzuf\u00fcgung eines weiteren Jahres f\u00fcr die Anwendung der Anforderungen an kompostierbare Verpackungen;<\/li>\n<\/ul>\n<p>Das Parlament hat sich ausdr\u00fccklich daf\u00fcr ausgesprochen, die Verhandlungen bis Mitte Februar zu beenden. Nach der heutigen Einigung im Rat besteht die Chance, dass dieses Dossier noch vor den EU-Wahlen Anfang Juni 2024 abgeschlossen wird.<\/p>\n<p>Wir m\u00fcssen den endg\u00fcltigen Text abwarten, aber die folgenden Formulierungen sollten in dem neuen Kompromisstext des Rates beibehalten werden:<\/p>\n<p>Artikel 26<\/p>\n<ol>\n<li>Wiederverwendung von Verpackungen f\u00fcr Haushaltsgro\u00dfger\u00e4te (Wiederverwendung 10% - 2030 \/ Wiederverwendung 50% - 2040), keine Ausnahmen von den Wiederverwendungszielen f\u00fcr Karton<\/li>\n<li>HORECA-Getr\u00e4nke zum Mitnehmen (20 \/ 80), keine Ausnahmen von den Wiederverwendungszielen f\u00fcr Karton<\/li>\n<li>HORECA Lebensmittel zum Mitnehmen (10 \/ 40), keine Ausnahmen von der Wiederverwendungspflicht f\u00fcr Karton<\/li>\n<li><u>Kunststoff<\/u> Bei den Transport- und Verkaufsverpackungen (30 \/ 90) wurde das Wort \"Kunststoff\" wieder eingef\u00fchrt, was bedeutet, dass Karton ausgenommen ist.<\/li>\n<li>E-Commerce Non-Food (10 \/ 50), keine Ausnahmen f\u00fcr Karton<\/li>\n<li>Gruppenverpackung (10 \/ 25), Freistellung aus Karton<\/li>\n<li>Transportverpackungen zwischen Standorten (100), Freistellung von Kartonagen<\/li>\n<li>Transportverpackungen zwischen Betreibern in einem MS (100), Freistellung von Kartonagen<\/li>\n<\/ol>\n<p>15a.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <em>Die Mitgliedstaaten k\u00f6nnen f\u00fcr die Wirtschaftsteilnehmer Ziele festlegen, die \u00fcber die in den Abs\u00e4tzen 1, 4 und 10 dieses Artikels genannten Mindestziele hinausgehen, um eines oder mehrere der Ziele des Artikels 38 zu erreichen.<\/em><\/p>\n<ol start=\"17\">\n<li>eine LCA-Klausel zur \u00dcberpr\u00fcfung von Einwegverpackungen; der endg\u00fcltige Wortlaut des neuen Textes ist noch zu analysieren<\/li>\n<\/ol>\n<p>Artikel 22, Anhang V:<\/p>\n<ol>\n<li>Verbot 3 Jahre nach Inkrafttreten der Verordnung<\/li>\n<\/ol>\n<p>1a. die derzeitigen Beschr\u00e4nkungen in den Mitgliedstaaten beibehalten werden k\u00f6nnen<\/p>\n<p>ANHANG V - BANS<\/p>\n<ol>\n<li><u>Kunststoff <\/u>Bei Sammelverpackungen bedeutet das Wort \"Kunststoff\", dass Karton ausgenommen ist.<\/li>\n<li>einmaliger Gebrauch <u>Kunststoff<\/u> Verpackungen f\u00fcr unverarbeitetes Obst und Gem\u00fcse, das Wort \"Plastik\" bedeutet, dass Karton ausgenommen ist<\/li>\n<li>Einwegverpackungen HORECA dine-in; Ausnahmen flexible Verpackungen au\u00dfer Kunststoffen<\/li>\n<\/ol>\n<p>5b. nein 5b - kein Verbot von Zahnpasta- und Cremedosen<\/p>\n<p>Artikel 21:<\/p>\n<p>Das maximale Leerraumverh\u00e4ltnis f\u00fcr Sammel-, Transport- und E-Commerce-Verpackungen wurde von 40% auf 50% erh\u00f6ht.<\/p>\n<p>Wiederverwendbare Verpackungen sind nach wie vor von der Bestimmung ausgenommen.<\/p>\n<\/div>\n<\/section>\n<div   class='hr hr-default   avia-builder-el-2  el_after_av_textblock  el_before_av_textblock'><span class='hr-inner' ><span class='hr-inner-style'><\/span><\/span><\/div>\n<section class=\"av_textblock_section\"  itemscope=\"itemscope\" itemtype=\"https:\/\/schema.org\/BlogPosting\" itemprop=\"blogPost\" >\n<div class='avia_textblock'   itemprop=\"text\" >\n<p>N\u00e4chste Schritte: Die allgemeine Ausrichtung des Rates wird als Verhandlungsmandat f\u00fcr die Aufnahme von Gespr\u00e4chen mit dem Europ\u00e4ischen Parlament im Januar 2024 dienen.<\/p>\n<p>Die belgische Pr\u00e4sidentschaft wird am 1.
