November 2023<\/span><\/p>\n<p><em>Klimamodelle, die untersuchen, wie wir die globale Erw\u00e4rmung noch begrenzen k\u00f6nnen, setzen teilweise auf technologische und nat\u00fcrliche L\u00f6sungen zur Beseitigung von CO<sub>2<\/sub> aus der Erdatmosph\u00e4re, und dieser \"Kohlenstoffabbau\" k\u00f6nnte auch dazu beitragen, fossile Materialien zu ersetzen und die damit verbundenen Emissionen zu vermeiden. Diese L\u00f6sungen wurden von der EU als eine M\u00f6glichkeit zur Erreichung ihrer Klimaziele anerkannt und von der Zellstoff- und Papierbranche unterst\u00fctzt. Die heutige Abstimmung des Europ\u00e4ischen Parlaments \u00fcber die Zertifizierung von Kohlenstoffabbau, bei der klar zwischen biogenem und fossilem Kohlenstoff unterschieden wird, ist ein Schritt zur Verwirklichung dieses Ziels.<\/em><\/p>\n<p>Cepi begr\u00fc\u00dft die heutige Annahme des Pereira-Berichts \u00fcber die Zertifizierung des Kohlenstoffabbaus durch das Europ\u00e4ische Parlament, in dem <strong>Die Mitglieder des Europ\u00e4ischen Parlaments (MdEP) sprachen sich f\u00fcr die M\u00f6glichkeit aus, alle biogenen Kohlenstoffpools, einschlie\u00dflich geernteter Holzprodukte, bei der Zertifizierung des Kohlenstoffabbaus zu ber\u00fccksichtigen.<\/strong> Die M\u00f6glichkeit, geerntete Holzprodukte zu zertifizieren, ist eine notwendige Anpassung an die LULUCF-Verordnung der EU, die sich mit der Fl\u00e4chennutzung befasst und ein Schl\u00fcsselelement des europ\u00e4ischen Klimaregelungspakets, des EU Green Deal, darstellt.<\/p>\n<p>Der Zellstoff- und Papiersektor f\u00f6rdert eine aktive, an die \u00f6rtlichen Gegebenheiten angepasste Bewirtschaftung der europ\u00e4ischen W\u00e4lder und sorgt f\u00fcr deren Regeneration und verst\u00e4rktes Wachstum, bei dem der Kohlenstoff von den B\u00e4umen aufgenommen wird. Er st\u00fctzt sich auf ein Modell, das mit der Bereitstellung von Holzprodukten auf nachhaltige Weise vereinbar ist und gleichzeitig die biologische Vielfalt ber\u00fccksichtigt.<\/p>\n<p>Die europ\u00e4ischen Zellstoff- und Papierunternehmen bieten bereits erneuerbare, kohlenstoffneutrale und recycelbare Alternativen zu fossilen Rohstoffen an und investieren zunehmend in neue biobasierte Produkte. Dies ist insbesondere den 139 Bioraffinerien in ganz Europa zu verdanken, die bereits gro\u00dfe Mengen an fossilen Rohstoffen verdr\u00e4ngen. Aus regulatorischer Sicht erfordert die Ausweitung dieses Modells <strong>eine klare Unterscheidung zwischen zertifizierbarem biogenem und fossilem Kohlenstoffabbau, die nun vom EU-Parlament verankert wurde<\/strong>.<\/p>\n<p>Das Europ\u00e4ische Parlament hat auch daf\u00fcr gesorgt, dass der Zertifizierungsrahmen mit anderen einschl\u00e4gigen Rechtsvorschriften in Einklang steht. Die Kriterien f\u00fcr die Nachhaltigkeit fester Biomasse, die bereits seit der \u00dcberarbeitung der Erneuerbare-Energien-Richtlinie (RED II) gelten, wurden beibehalten. Dies wird die Einhaltung der Vorschriften erleichtern und das Zertifizierungsverfahren erheblich vereinfachen.<\/p>\n<p>Der Bericht von MdEP Pereira unterstreicht die Priorit\u00e4t der Emissionsreduzierung gegen\u00fcber dem Emissionsabbau, eine Meinung, die sowohl von der Zellstoff- und Papierindustrie als auch von der Mehrheit der EU-NRO geteilt wird. <strong>Alle Wirtschaftssektoren m\u00fcssen ihren Teil zur Verringerung ihrer Kohlenstoffemissionen beitragen, anstatt sich auf Kohlenstoffausgleiche aus W\u00e4ldern zu verlassen.<\/strong><\/p>\n<p>Negative Emissionen k\u00f6nnen auch auf viele andere Arten erreicht werden, z. B. durch die Kombination von Bioenergieerzeugung mit Kohlenstoffabscheidung, -nutzung und -speicherung (BECCUS), bei der auch die Zellstoff- und Papierindustrie eine Rolle spielen k\u00f6nnte. Es bedarf jedoch noch eines weiterentwickelten Rechtsrahmens, um Anreize f\u00fcr den Einsatz dieser neuen Technologien zu schaffen.<\/p>\n<p><strong><span style=\"font-family: 'Arial',sans-serif; color: #393939; background: white;\">Jori Ringman, Generaldirektor - Cepi (Verband der Europ\u00e4ischen Papierindustrie):<\/span><\/strong><\/p>\n<p><em>\"Z\u00fcgige Verhandlungen mit dem Rat sind jetzt unerl\u00e4sslich, um die Entwicklung spezifischer Methoden f\u00fcr die Kohlenstoffzertifizierung zu unterst\u00fctzen und endlich die Zertifizierung des Kohlenstoffabbaus in Gang zu bringen. Die erste Priorit\u00e4t bleibt jedoch die Verringerung und Vermeidung von Emissionen, da der Kohlenstoffabbau erst an zweiter Stelle stehen sollte.
